Local Initiatives Support Program (LISP) is the leading practice of the Initiative Budgeting in Russia, aimed at practical involvement of population in local self-government and decision making on local issues by the joint efforts of population, local business and authorities. In 2014 LISP has been launched with the support of the World Bank in seven municipal rayons of the Republic of Bashkortostan. In 2016 the Program has been scaled up for all municipalities and Bashkortostan became a leader in initiative budgeting among all Russia regions. This booklet presents a description of the LISP mechanisms and specifics, results of the Program implementation in the Republic of Bashkortostan in 2016 and detailed information on the most interesting projects financed under the LISP. The booklet is designed for a wide range of readers, including employees of government bodies and local self-government, representatives of business, the population and the expert community.
