В связи с этим особеннозначимы программы, формы и направления социальной защиты, которые помогли бы гражданам преодолеть материальную необеспеченность.Одной из таких форм стал социальный контракт - предоставление малоимущему гражданину или малоимущей семье, а также тем, кто попал втрудную жизненную ситуацию, адресной помощи в ответ на выполнение ими ряда условий, прежде всего, по обеспечению себя работой (в томчисле и благодаря открытию собственного дела, например, ведению личного подсобного хозяйства), с тем, чтобы перейти от политики попечительства в системе социальной защиты к политике активного участия самих граждан в улучшении своего материального положения. Такимобразом, социальный контракт предполагает взаимные обязательства, с одной стороны, государства по оказанию социальной помощи, с другой стороны, получателя этой формы социальной помощи. Благодаря стимулирования активных действий получателя социального контрактаон получает возможность улучшить свое материальное положение.Abstract: The fight against poverty remains one of the main problems in our country. In this regard, programs, forms and areas of social protectionthat would help citizens overcome financial insecurity are especially important.
