Аннотация:The paper describes methodology of the flood hazard mapping for the Lena River basin based on a specialized geographic information systems (GIS) with geoportal technologies. The methodology includes several steps: 1. Determination of ice conditions from satellite images obtained in autumn; 2. Operational satellite monitoring in the spring; 3. Mapping of real flood zones from the remote sensing data; 4. Simulation of possible flood zones based on digital elevation models (DEMs) of the river valleys; 5. Predictive mapping of flood hazard. A separate part of methodology is applied for hydrodynamic simulation of flood wave passage by numerical methods using the Saint-Venant equations. The proposed methodology is realised within the Geoportal of the Lomonosov Moscow State University. For this purpose a specialized GIS was created titled "The water regime and channel processes in rivers of the Lena River basin". At present, obtained experience in management in 2012, operational satellite monitoring of drifting ice on two rivers of the Eastern Siberia - the Lena and Kolyma. In 2014 is planned to develop methods created using the GIS for public safety from adverse effects of floods and other negative events of the water element.
