Аннотация:The modern system of international relations represents a rather complex, and multidimensional phenomenon. It is characterized by very dynamic and, in many respects, contradictory processes. Dramatic increase of the volume and variety of information, as well as the continuing intensification of intercultural, cross-cultural and multicultural communication have been associated with the huge shift in the development of political, economic, financial, industrial, cultural and social globalization. The UN Economic and Social Council Ministerial Declaration on the role of ICT highlighted the need for the greater international dialogue and collaboration. It urged to improve the effectiveness of ICT-related programmes and projects for the developing countries, and bring together the “best practices” and mobilize the resources available from all stakeholders to help close the digital divide.” It took place July 5 - August 1, 2000. The Ministerial Declaration promised to promote the creation of a stronger partnership among developed and developing countries, civil society including private firms and NGOs, foundations and academic institutions, and International
organizations. Provide it also instructed to work to see that developing countries can, in partnership with other stakeholders, with financial, technical and policy input in order to create a better environment for, and use of, ICT.
