Some principles are proposed for development of an empirical model of the atmospheric circulation in low latitudes during the El Nino/Southern Oscillation event (ENSO) on the basis of the National Meteorological Center objective analysis of wind fields. The procedure for identifying ENSO evolution phases, based on new approaches to genesis of the given phenomenon and suitable for any event regardless of the time (season) of its onset, is described. A procedure is proposed for calculating a stream function and a divergent wind potential. The reliability of the model is estimated on independent data for the last 1994-95 ENSO. © 1997 by Allerton Press, Inc.
