- Аннотация: One of the most dangerous threats to the modern world community is organized terrorist activity, includingits financing. In particular, the main tools for countering to terrorism are reviewed, using the example of financialmonitoring. The authors come to the conclusion that existence of excessive state regulation in the economy cannegatively affect both the level of economy in general and the loss of investment attractiveness of the state inparticular, and may also lead to the development of a shadow sector that is beyond the state control. The articlealso considers activities of Rosfinmonitoring, as a special service designed to carry out financial monitoring,granted with a broad, almost unlimited range of powers to control the movement of funds between legal entitiesand individuals. The main focus of the article is made on the problem of effectiveness of financial monitoring asan instrument for countering the financing of terrorism and on the impact of such measures on the economy of theRussian Federation. This study is of interest to all interested in macroeconomic issues of Russia, crypto-currencies(virtual currencies), problems of the shadow market, economic security, countering to financing of terrorism.
