We will use this Icebreaker exercise to get to know each other and to stimulate some discussion on the topics we will be digging into later in the afternoon. You will arrange yourselves in a line based on a series of thought-provoking questions/statements and get to know people by discussing/explaining why you chose your position along the line.
Q1: Starting with something easy. Arctic summer or Arctic winter?
Q2: International cooperation is needed for science in the Russian Arctic: Agree or disagree?
Q3: Which is more important in research planning: bottom-up or top-down?
Q4: The Arctic Science Agreement: very helpful to Russian Arctic science or just words?
12:00: Breakout 1 – Research Priorities in the Russian Arctic
We will split into small groups to discuss Arctic research priorities in the Russian Arctic, from both Russian and international perspectives.

14:30: Breakout 2 – Status/Challenges on Various Topics
Participants can choose which of the five topics below which interests them the most. (We will accommodate different group sizes, if needed.) Discussion should focus on building consensus on the current status and challenges for each. At the beginning of the breakout, each person should pick people a Secretary and Reporter.
1. Implementation issues around Arctic Council’s recent “Agreement on Enhancing International Arctic Scientific Cooperation”
2. What is «the Russian Arctic» and why does the definition matter?
3. Consider if an international field expedition (2020?) could enhance ISIRA’s aims.
Preparation and implementation of future international expedition in the Russian Arctic along the Northern sea route with landing on key points along the route, following the example of "Tundra -1994"
Creation of 4-5 stationary "points" in the Russian Arctic to develop "international research initiatives" (e.g. in the Nenets Autonomous district, Yamal, Taimyr and Yakutia – Tiksi?), where it would be possible to create the conditions to foster international group research, programs, projects, and grants.

Participants can choose which of the five topics (from Breakout 2) which interests them the most; you don’t have to stay in the same group as earlier. Discussion should focus on providing solutions to address the challenges outlines in Breakout 2. At the beginning of the breakout, each person should pick people a Secretary and Reporter. Make sure to take good notes, as we won’t be reporting back until the morning!

The groups from Breakout 3 will report out on their brainstormed “solutions,” providing an opportunity for the rest of the group to learn and ask questions.

Group 1 – Collaborating Nations: This group will focus on discussions about perspectives and concrete multilateral research projects with the country-based interests of international

researchers. They will share the initiatives and interests in the Russian Arctic that are already planned, as well as report on past successes, in particular what has made them successful.
Group 2 – Russian Experts: This group will give an opportunity to the representatives of the non-academic sector of Russian science to present their results in order to further integrate them into the projects implemented within the state programmes in the Arctic.
Other relevant topics from Day 1 which weren’t completely address could also be raised.
10:00: Ranking the Solutions from Day 1
To give IASC, ISIRA, and the group a sense of priority among the solutions present at the end of Day 1, the group will “vote” (by raising hands) to get some summary/consensus to report back. Other relevant topics from Day 1 which weren’t completely address could also be raised.

Based on the ranking/voting, we will again break into the 5 groups. Each group is expected to provide concrete implementation suggestions for how IASC, ISIRA, and partners could work to help achieve the aims/solutions which were previously discussed. Again, at the beginning of the breakout, each person should pick people a Secretary and Reporter.

Based on the earlier discussions in the workshop (as well as broader context), in this breakout session, groups will discuss the future of ISIRA. We are looking for concrete implementation suggestions, priorities, and timelines. Breakout topics will focus on:
Revisit goals, mission, and structure of ISIRA.
(Absence of) Strategic planning for international scientific cooperation in Russian Arctic
Consider how ISIRA can facilitate enhanced engagement around ASSW 2019.
Role of outreach, website, annual reports, or other online community-building
