The theory of the "cold war" is a form of peaceful coexistence among superpowers. The ideologies of the Soviet Union taught us that's right. However, progressive development of ideas, meanings and breakthroughs almost always lead to war. Try to answer the question: Is gunpowder to blame if it is tucked into a cartridge? Why the most outstanding achievements of evolutionary progress are revealed in a war? Even in a "cold war". What is the cold war? It is a hidden preparation for the real war. There are hidden threats, blackmail and influence, growth of potential to reduce the difference in resource potential and readiness for war. The confrontation of the two parties in open form is transferred to humanitarian activities and achievements of mankind-arts, literature, Ballet, sport and in this confrontation all means are used. They glorify the social order. Sport is not only limited by physical development, perfection of individual abilities, physical strength and endurance. Sport became the scene of action including the Olympic Games boycotts. The Cold war made the popular definition of the sport as a sublimation of war. Sport became a substitute for real wars. The rapid growth of the Olympic movement in the second half of XX century was driven by increasing competition and involvement in sport of all new resources and opportunities and this approach expedited the capitalization of sport and sports business formation. System of sports and entertainment events, leaderboards, rankings migrated now to the public relations of Nations, ethnicities and cultures. Sport became one of the most important human values and a Platform for global competition. Doping scandals have become a new weapon in the Cold War. The target of the scandals was Russian athletes, Russian teams and Russian sports federations. The initiators of the scandal tried to prove that the state concealed the facts of the use of doping. Richard McClaren prepared 2 reports on doping problems in Russia, but he could not prove this hypothesis. The history of doping has received a new twist. On May 10, 2017, the Norwegian website nrk.no reported that 110 medalists of Beijing 2008 and London 2012 passed the doping test with a positive result. These athletes represent 19 countries -Russia, Ukraine, Belarus, Kazakhstan, Moldova, Uzbekistan, Armenia, Azerbaijan, Georgia, Germany, Spain, China, Greece, Cuba, Croatia, Turkey, Jamaica, Bahrain and Qatar. The investigation continues, but no one can predict the scale of the next scandal. Sport becomes very vulnerable. Sports leaders must form a new solution for the further development of sports in this world.
