The report presents the practice of Pskov State University in creating communication English language environment for developing university lecturers' and students' communicative competence, which is crucial for sharing the best practices in education and research. The author demonstrates the model which involves lecturers and students in cooperative research and education activities and stimulates practicing foreign languages. The methodological basis for realizing the model is the content and language integrated learning (CLIL) approach.
