We analysed the post-Soviet activities of Russian parliament concerning birth control issues and distinguished three periods with different policies in this respect. Analyses of time series of various abortion indicators confirmed this periodization. The first and the last periods were the periods with the relatively fast abortion reduction, although the periods differ in the directions of policies, which were opposite. The reduction of abortions in the middle period was relatively slow. We conclude that abortion’s dynamics do not depend upon the activities of legislature, but on the other underlying cause. The data came from Duma records and from Russian official statistics (Rosstat and Ministry of Health).
