This study provides considerations of specific features of Russian public policy in increasing sustainability and overcoming crises, comparison of public crisis management Programs of 2009-2010 and Plans of 2015-2016 and the attempt to evaluate their contribution to improving sustainability of the national economy. Authors show the interrelation of sustainable development and crisis management and distinguish the terms “Public Crisis Management” and “Public Crisis Governance”. In relatively successful Russian economic periods, Government efforts were aimed at social stability maintenance which is confirmed by growth of living standards. Applied measures for development of science, business, shifting from an extractive model of development were insufficient. As a result, the hypothesis of the paper is proven: current Russian public crisis policy includes, primarily, short “hot-spot” stabilizing measures without general strategy of long-term sustainable development, i.e. “Public Crisis Management” dominates upon “Public Crisis Governance”.
