With the growth of social capital, the cost of communications is fall and it stimulates more production of public goods. As a result, the main task of the organization of public consultations is to create such arenas, which require a minimum amount of communication costs. Feature of public goods as non-competitive in consumption and excludability of access, so it is the issue of communication costs and citizens engagement for participation in the process of a public good creation in the city level of governance.
