Presentation was made at the 8th North-East Asia Development Cooperation Forum, which is a continuous partnership effort among ESCAP East and North-East Asia Office, China International Development Research Network (CIDRN), Japan Society for International Development (JASID), Korea Association of International Development and Cooperation (KAIDEC) and Russian Association of International Development Assistance Experts (RAIDAE). Presentation sought to draw a real profile of Russia's development cooperation in the post-COVID-19 era based on publicly available sources and to disseminate this knowledge with experts from partner associations, which is crucial given the fragmentation of Russia's official data. It outlined 'maintaining balance' as the key characteristic trait of Russia's development cooperation after the start of the COVID-19 pandemic, and explored its key dimensions (manifestations) across different forms, modalities, sectors and geographical regions. It also demonstrated the selected examples of assistance related and unrelated to COVID-19 and allocated through bilateral and multilateral channels - by various state and non-state actors. The assistance beyond COVID-19 was illustrated with the example of Kyrgyzstan, which has been the largest recipient of Russian ODA in recent years. The conclusion was drawn that Russia’s actual contribution to sustainable development s much larger and there is an urgent need for its adequate representation. Presentation also outlined three groups of factors (transnational, international and domestic) that will affect Russia's development cooperation out to 2030.
