The questions of education, labor and implementation of technical innovations are put in a very wide political, economic and cultural context with taking into account both global and local dimensions of this problem. Rethinking the traditional concept of 4.0 Industrialization, we claim that new changes in economic and technical production (robotization, automatization, etc.) won't lead to depreciation of labor factor, high level of unemployment, middle class extinction, deprivation of nation state, etc. Conversely, robotization and automatization of production will create demand for new services to support, implement and provide good functioning of complexly integrated production systems. But such a turn in economic production will set up new tensions on all levels of social and political structures on both national and international levels. In geopolitics we will see the new comeback of nation state (and already see it as a widely spread wave of economic nationalism), but the nation states will also change themselves to a new kind of corporate state. So it will be very nontrivial challenge to preserve our democracy under the pressure of technocratization of a state and to find out "the golden solution" between economic growth (but by the price of populism and weakening of democracy) and preserving democracy as we know it in last 40 years which is based on open liberal markets. In internal politics we will face the necessity of mass education for creating personnel for new industrialization but also for governing these new complex industrial systems. Another challenge will be related to the necessity to create new industries which will become the economic basis for middle class (which could be the real basis for our democracy). A very particular challenge is how could different states use their social and cultural peculiarities for successful participation in a new global technological competition. In practical field, some aspects of how Russia faces all these challenges and tries to find solutions are observed.
