By means of numerical simulation we study the formation and propagation of vortex solitons in a quadratic nonlinear medium with competing diffraction, group velocity dispersion close to zero (GVD)and third-order dispersion in the presence of the waveguide structure. We assume that balance between nonlinearity, inhomogenity, diffraction and third order dispersion near zero GVD can support vortex soliton.
