Municipal energy sector is responsible for over 30% of the total energy consumption in Russia. This means that it becomes one of the key GHG sources in the country’s CO2 balance. Extremely inefficient local energy production, distribution and consumption based on outdated technologies provide great opportunities for significant emissions reduction through introducing relatively low-cost and simple energy-saving activities at municipal level. The main objectives of this research are to analyze the potential of small-scale local municipal initiatives helping to more efficient usage of energy resources as well as development of climate change policies at municipal level in the long-term perspective which will help to resolve climate change challenges.
