Development of tourism in the Russian Federation requires coordinated actions of all tourism actors: state structures on federal, region and local levels, business society, scientific and educational institutions, local communities and etc. Non-profit organizations (NPOs), which development is the consequence of establishment of mature civil society, with increasing frequency have become active participants of tourism activity taking part in the formation of effective system of tourism government. Under the conditions of lack of any full and reliable information about the activity of such organizations in Russia, it is necessary to study the key features of Russian NPOs activities in the sphere of tourism. In the framework of the research modern theoretical approaches on NPOs functioning and basis of system of NPOs law regulation were studied, as well as analysis of activities of the major Russian tourism NPOs (Russian Union of Tourism Industry Actors; Association of Tour Operators; Russian Hotel Association; Russian International Tourism Academy) were carried out. Results of the research are the indicated prospects of NPOs development to enhance the government system in the sphere of tourism. First of all, within the contest of limited financial recourses of regional state bodies, which work is dedicated with tourism regulation, the established NPOs should play the role of interlink between representatives of the government, business society and local community in order to elaborate strategies on tourism development, which meet the interests of all participants of tourism activity and involve different actors on all levels. NPOs should execute the regulatory role for tourism stock to form transparent conditions for concurrence in a good faith and defend the interests of good quality tourist services suppliers and advocate the rights of theirs consumers taking into account the contemporary view on sustainable tourism development. Also the research indicates that new structures and systems should be created to unite the growing number of tourism NPOs under its aegis, because Russian NPOs in the sphere of tourism don’t have any channels of communication among them, what creates the vacuum of information exchange and difficulties for collaboration.
