We compare the positions of the equatorial boundaries of the auroral oval with the polar boundaries of outer electron radiation belt using data of METEOR mission. Satellites METEOR-M No1 and METEOR-M No2 of METEOR mission have polar solar-synchronous circular orbits with altitudes ~800 km and inclination near to 98 degrees. The identical set of equipment GGAK-M is installed on both satellites and take measurements of electrons of plasma with the energies from 0.03 to 16 keV (the segment electrostatic analyzer SGMTD), the electrons with the energies from 0.1 to 13 MeV and the protons with energies from 1 to 260 MeV (the detectors DAS4 and DAS1 composed by the semiconductor and scintillator detectors). We select events when the polar boundary of outer electron radiation belt was localized inside auroral oval and to the equator from the equatorial boundary of auroral oval. We obtain the statistical distribution of position of the polar boundary of outer electron radiation belt and equatorial boundary of auroral oval during quiet and disturbed periods. We show that in significant part of the cases the polar boundary of outer electron radiation belt is localized inside the auroral oval. Crossings during magnetic storms are analyzed separately. The role of the obtained results for the solution of the problem of outer electron radiation belt formation is discussed.
