The experience of launching a pilot projects for public participation and case of mobile application “Active Citizen" examines here as a mechanism of electronic consultation. The city e-referendum is another step in convergence of the Moscow government and civil society. The project represents a system of electronic surveys on key urban topics: public transport, nonstationary trade facilities, advertising and information designs, health care facilities, industrial facilities, social security institutions, etc. Users involve to local polls and district level pools by registration and identification their locality at city. Statistical data about project participants shows that the main actors of electronic referenda are young people under the age of 30 years, therefore awareness and willingness in the voting decision of such a young participants formulated as a problem.
