The phase model of stellar cylindrical bar embedded in a rotating triaxial halo is constructed. The equations of the motion of a star in the bar are received and solved. Three first integrals of motion are found and the condition of preserving the boundary of the cylinder is received. It is established that in the six-measured phase space the model represents a four-dimensional ellipsoid. The phase distribution function of stars, which depends on the isolating integrals of motion is designed. The centroid velocity field describes longitudinal shear averaged streamins in the cylinde. Two non-zero components of the tensor velocity dispersion have a quadratic dependence on the coordinates and vanish on the surface of the cylindrical bar.
